Green Driving in the HOV Lanes
If you were caught driving alone in the carpool lane before, you could have faced a hefty fine of over $340. However, with the extension of the HOV lane sticker program, more solo drivers could start taking advantage of the faster, once excluding lane.
The bill allows those driving fully electric and plug-in hybrid vehicles to access the high-occupancy vehicle lanes, or carpool lanes, even when they’re traveling alone. The program was originally supposed to end in 2015 but the state legislature recently voted to extend the program until to 2019. Drivers of fully electric vehicles will receive white Clean Air stickers (available in an unlimited supply), while those driving plug-in hybrid vehicles will receive green Clean Air stickers (available to the first 40,000 applicants). The yellow stickers originally offered to drivers of early model hybrids are no longer valid, and the vehicles no longer qualify for any other Clean Air decal.
Since the price tag of electric vehicles can deter some buyers, California state legislature has been trying to implement additional benefits for those willing to make the switch. They’re hopeful that the shorter commute, in addition to federal and state tax incentives, will help drivers justify the initial higher purchase price, as well as help alleviate traffic overall.
Since the start of the program in January 2012, the DMV has only issued 16,000 of the original 40,000 green stickers available, and 27,780 white stickers. Revisiting the bill has resurfaced mixed skepticism among the public. Some are hesitant to open up the lane to those driving alone, with about half believing it won’t reduce traffic at all, and will only cause the carpool lane to become just as congested.
